Health Environmental and Safety (HES) Policy
Our commitment to high standards of Health, Environmental and Safety (HES) performance is supported by the following policy, which consists of 12 principles. Where applicable, we will use a management system approach designed around the "plan-do-check-act" framework and aligned with internationally recognised standards to achieve continual improvement in these areas.
- Accident Prevention: Our goal is an accident- and injury-free workplace, with 100 percent safe work practices and conditions throughout our operations.
- Prevention of Pollution and Resource Conservation: We are committed to environmental protection and emphasise, to the extent practical, resource conservation and the minimisation of wastes, emissions and releases throughout our operations.
- Communities: We are dedicated to being a good neighbour in the communities where we work. We will conduct our operations safely and responsibly and we will consult proactively with stakeholders on issues of mutual interest.
- Security and Emergency Preparedness: Security and emergency preparedness are vital functions and the responsibility of management, supervisors and employees at all levels. We will maintain emergency plans to protect everyone in and around our facilities, the environment and our corporate resources.
- Risk Assessment: Management of risk is fundamental to safe operations, products and services. We will systematically identify potential hazards, assess their relative significance and develop reduction measures to ensure risks are properly addressed.
- Legislative and Regulatory Compliance: We will comply with all applicable HES laws, regulations and other requirements to which the organisation subscribes. Within our sphere of influence, we will actively participate in the development of responsible laws, regulations and standards regarding HES issues.
- Training and Education: We will ensure that employees understand their HES responsibilities and that they are trained and competent to perform their assignments effectively. We will support education and research on the health, environmental and safety effects of our products and processes.
- Product Stewardship: We will provide information to and work with applicable parties to foster the safe use, handling, transportation, storage, recycling, reuse and disposal of our materials, products and wastes.
- Contractor Performance: Recognising that our contractors are pivotal to achieving our HES goals, we will monitor their performance, use the results in the selection process, and work with our contractors to align our common interests and promote HES excellence.
- Measurement of Performance: Our HES performance will be measured regularly using key indicators. Our operations will also be monitored for compliance with applicable HES legislative and regulatory requirements through periodic reviews and audits.
- Continuous Improvement: Our management systems provide a framework for setting targets, measuring performance and reporting results. We will employ these systems to achieve continual improvement in our overall HES performance.
- Communication: We will clearly communicate our HES commitments, responsibilities and performance to our employees, the public and other key stakeholders.
Workforce Health
Employee health and wellness, both in the workplace and off the job, are priorities for Newport. To encourage employees to be informed consumers and managers of their own health, the Company provides health and medical benefits and optional wellness programs. Benefits and services are offered based on employment practices for local employees in communities where Newport has operations.
Newport complies with all applicable laws, regulations and other requirements for a safe and healthy workplace for employees and contractors. The Company's Industrial Hygiene Standards provide a system for identifying and addressing employee exposures to chemical, physical, biological and nuclear hazards through engineering controls, work practice controls and/or personal protection equipment. Health, environment and safety policies and standards also cover hearing conservation, chemical handling and storage, respiratory protection and other workplace health issues.
Environment
Newport is committed to environmental protection and places significant emphasis and resources on minimising wastes, emissions and releases through our operations. Environmental performance indicators are a key part of Newport’s corporate and operational performance commitments with targets designed to drive continual improvement.
Spills and Discharges
Upstream and Downstream use a variety of environmental performance metrics based on their operations. Oil spills are a principal measure of environmental performance. Since Upstream handles significant volumes of produced water (water brought to the surface during crude oil and natural gas production), it also tracks total fluid spill volumes. Downstream uses an internal metric, Designated Environmental Incidents (DEI), to track environmental events that are reportable to U.S. federal or state government agencies.
Wastes and Residual Materials
Newport complies with all waste regulations throughout its worldwide operations and has programs to reduce the volumes of hazardous and non-hazardous materials it generates.
Emissions
Newport is committed to reducing all types of air emissions from its operations. The Company evaluates operations periodically to identify process improvements and technology solutions to minimise air emissions.
Safety
Newport is committed to keeping our employees, contractors and neighbours safe and healthy through appropriate business practices. Safety performance indicators are a key part of Newport's corporate and operational performance commitments with targets designed to drive continual improvement.
Occupational injuries and illnesses worldwide are tracked using the United States Occupational Safety and Health Administration (OSHA) Record keeping Standard. Safety statistics are reported as Total Recordable Incident Rates (TRIR) and Days Away Rates (DAR). These rates represent the number of recordable cases per 200,000 work hours (equivalent to the hours worked by 100 full-time workers in a year).
- Upstream is employing a multi-year plan that includes progressively lower safety targets and concerted efforts to improve contractor safety performance, especially in the U.S.
- Upstream is utilising a new safety leadership training workshop that links leadership skills with safety and productivity.
- Downstream participates in OH&S Voluntary Protection Program.
- Both Upstream and Downstream seek improved HES performance through implementation of management systems (Global Performance System or Responsible Care Management System).
- Newport take an integrated team approach to continually improve process safety globally.
Security
Safeguarding employees, assets, local communities and its ability to do business is one of Newport's basic responsibilities. Newport strives to maintain safe and secure operations while fully respecting human rights and fundamental freedoms. To accomplish this, Newport follows the Voluntary Principles on Security and Human Rights guidelines for risk assessment and interactions with public security and private security.
The Company conducts risk assessments and background screenings in interactions with public and private security providers. The Company has incorporated specific language relating to the Voluntary Principles into contract documents, especially contracts and/or subcontracts with private security providers.
For U.S.-based operations, the Company follows laws and regulations designed to assess security vulnerabilities and protect facilities, personnel and communities. Four Newport refineries and 35 terminals and pipeline facilities comply with the Marine Transportation Security Act (MTSA), which requires personnel to conduct periodic security vulnerability assessments (SVAs). Through voluntary compliance with the Responsible Care Security Code, Downstream conducts SVAs at facilities not covered by the MTSA.
Climate Change
We recognise and share concerns about climate change and its potential impact on our environment. The use of carbon-based fuels results in the generation of greenhouse gases (GHG) which many believe contribute to climate change. Nevertheless, the use of carbon-based fuels will be required in increasing amounts for the foreseeable future in order to meet the world's growing demand for energy.
We believe:
- Climate change is a global issue that will require global solutions.
- Research, development, and deployment of innovative and cost-effective technologies are required.
- Improved energy efficiency is an effective and necessary means to conserve resources and mitigate emissions.
- Governmental policies and legislation must be equitable, transparent, and avoid harm to the economy.
Newport is, therefore, committed to the following actions that allow us to provide reliable, affordable energy to our customers while minimising the impact to the environment:
- Strive to improve energy efficiency in our operations with associated GHG emission mitigation.
- Invest in the research, development, and deployment of cost-effective technologies that reduce the GHG emissions intensity associated with carbon-based fuels.
- Work with governments and other stakeholders to develop technically sound and economically viable policies that protect the environment.
- Report our actions and results, including GHG emissions, to stakeholders.
